Effective Management of IH/OH Issues for Catastrophic Incident Recovery Projects

Responding to PPE Shortage During the COVID-19 Crisis: The Massachusetts Emergency Response Team (M-ERT) Experience
As COVID-19 spread across the globe, widespread shortages of medical personal protective equipment (PPE) including N95 respirators, surgical masks and medical gowns were reported in Massachusetts. To address this crisis the Massachusetts Manufacturing Emergency Response Team (M-ERT) was established and quickly began working to help assess the quality of foreign made medical PPE as well as helping manufacturers pivot their operations to produce much needed PPE and other medical supplies. Sub-teams were established to facilitate information gathering and to direct action. While great effort was undertaken to help manufacturers develop new sources of PPE, an equally substantive effort was undertaken to provide product performance testing for PPE either donated or procured and imported from international sources by the Massachusetts Emergency Management Agency (MEMA), US hospitals and first responders' organizations. Essential to this part of the M-ERT's response were the Advanced Functional Fabrics of America (AFFOA), the Rutledge Lab at the Massachusetts Institute of Technology (MIT), MIT Lincoln Labs (MITLL), and the University of Massachusetts Lowell (UML). AFFOA took the lead in managing the distributed network of testing labs, organizing the product sample intake and triage, coordinating with the 3 labs at MIT, MIT LL, and UML to test the performance of respirators such as NIOSH N95 masks or imported KN95 masks, as well as surgical masks and medical gowns.
